Much of our work on the ASB Case Review has focused on councils and police, mainly because they represent the lead agency across England and Wales. However, housing associations are a key player in Community Safety and named as one of the relevant bodies in the ASB Case Review legislation. What are housing associations doing to promote it then?
Large Housing Associations
A sample of the really large housing associations brought in disappointing results. All of the following have no information on the ASB Case Review (also called the ASB Case Review):
- London and Quadrant Housing
- Clarion Housing
- Home Group Housing
- Sanctuary Housing
- Guinness Partnership
- Riverside Housing
- Metropolitan Thames Valley Housing (2 separate websites)
Clarion Housing claims on its website to be the largest housing association in the country, owning and managing 125,000 homes over 170 local authorities, representing 360,000. That is 360,000 tenants who are not being informed about the ASB Case Review. Housing association websites direct people to the police for some types of anti-social behaviour but miss an opportunity to let their tenants know what to do if the police do nothing about it (or the council or indeed the housing association itself). This is concerning.
Locally Led
Some housing associations tell me they cannot put information on the ASB Case Review on their website because they have houses in more than one local authority area and of course the way it is activated differs from one area to another. There are some easy ways around this:
Regenda Housing give information about the ASB Case Review and a link to the government website to find your nearest local authority. Unfortunately this will fall down at the last hurdle because where the police is the lead agency, the local council tends not to publish any information about the Trigger.
A much better way can be seen in One Housing who have been wonderfully proactive in setting up a specific ASB Case Review email address for victims, explaining that they will then forward it onto the relevant local authority. Some lead agencies don’t even bother setting up a specific email address or giving a direct telephone number so this is impressive from One Housing.
An alternative would be to link into our ASB Case Review Directory so that victims can easily search for their local area and find the exact page they need on the council or police website. It is important that all tenants of registered providers of social housing know that this safety net is available to them. We encourage all housing associations to look at adding this important information to their website. Don’t forget housing associations can also activate a ASB Case Review on the victim’s behalf to push a case review and get something done about the anti-social behaviour.

We have delt with L&Q housing for the past eight years they are a joke as they promote a zero tolerance towards ASB ignorance is bliss they are only interested in earning money through rent not people’s safety
Hi I’m having bother with a neighbour who is constantly banging. This can be all night to Sunday morning there at 5am it’s constant and driving me insane. This has been going on for years. I put a letter through the door to get it back through. Friends family all say the same how bad and frustrating this is. Wondering if I could get any guidance with this l. Kind regards danielle

Our housing association has never ever mentioned to us about reviewing our case, and am horrified to know that they could if they wanted. They do not believe us, in so many words calling us liars let along suggesting any further help.
They have even disregarded our PCSOs web cam evidence and our calls to 101 pleading for someone to come out and visit our ASB neighbour.
As of today we understand that our housing association has no intention of evicting our ASB neighbour, and expects it to go all to their way and all will work out, but have had trouble from neighbour for well over 2 years, filled in diaries, had the Police, been sworn at, the wall has been thumped and we have suffered intimidation but housing association wants everything on digital tape!!
Husband has had a breakdown after ASB neighbour had an 18 hours session and I am registered disabled. We can’t believe a housing association can be so much on the side of the perpetrator who is taking them for a ride, he is lying to them and hiding things from them, even smashed up the bits and bobs put in the bungalow for him.
Life is just not worth it any longer, this situation is literally killing us slowly but surely. ASB neighbour has also turned all our neighbours bar one against us, but housing association do not give a damn.
Have been trying for 3 years plus now about our a.s.b. neighbour, had local P.C.S.O’S who recorded him on web cams, written endless diaries, had Environmental Health out with our Housing Manager, letters from our G.P as we are in a very bad way with anxiety, stress, not able to sleep in our bedroom or eat in our kitchen as a.s.b. makes life unbearable. Have even got into trouble with housing association for saying how we feel, told c.a.b. about this and person seen was horrified at the housing association. Victim support been trying to help my husband but I have had nobody, been trying to deal with it all on my own am very tired now as fighting a losing battle. My husband is very poorly and thinks of why us what have we done to deserve all this, we have been extremely good tenants for 17 years and now this a.s.b person who is an alcoholic is getting drunk. and he knows when we are doing something and at what time, like taking my medication or getting ready for bed he then keeps turning his noise up and down up and down low base thumping noise, or he will get so drunk have his surround sound with 3 ft sound bar, and 4 speakers, one of which stands at 2 ft, leaves his bathroom door wide open so it comes straight through to us, he passes out and leaves it on, so we have no sleep, can’t eat etc., have sent 2 letters to housing association and reported an assault on my husband but still it goes on it’s horrible.
So don’t see how the community trigger could help us as they need evidence and we can’t get any.
I am so sorry to hear about what you are experiencing. It is not your responsibility to prove allegations about anti-social behaviour. But we recommend you log each incident because those records are evidence in themselves. If you have reported at least three incidents in the last 6 months to either your landlord, the Police or Council then you are entitled to invoke the community trigger. This will be operated by either your local council or police force. It depends which area you live in. We would urge you to do this as soon as possible. The whole point of the community trigger is that it compels agencies to review your case and find ways to resolve it. If for example they need more evidence, they they can deploy ways to gather evidence through noise monitoring equipment or cctv. But this is an opportunity for agencies in your area to work collaboratively to find a solution. Our A.S.B case has been going on for 3 years and 7 months, and today is my birthday but not that it makes any difference, as my husband and I have been subjected to the sound/noise of a sub woofer for over 7 hours. We have been trying to get some rest in our front room as we have not been able to use our bedroom for over 8 months now, this is due to excessive noise which we have been trying so hard to tape, and have also had the Environmental Health come out but as soon as the noise matron machine was put in our bungalow it stopped, then after 6 days this machine was removed and the very same night our A.S.B neighbour started his A.S.B off once more. We have written diary sheets out, sent emails, had mediation but the A.S.B neighbour back in 2016 just shut the door in the mediators faces. My husband was assaulted by our neighbour early hours New Year’s day, so T.V.P were informed and we both went for an interview about this event, as I was verbally abused also. We are also taunted by this A.S.B neighbour when out in our garden, we have taped a little but it so hard to pick up any noise from our A.S.B neighbour’s sub woofer. The housing association keep saying we need more evidence, our local P.C.S.O’s have heard and been in the A.S.B property and it was said to us by the P.C.S.O he could not live with it either. We have tried that hard to get the evidence required by all manner of devices and the housing association still keep saying that they need more evidence, they have recieved letters from our G.P, written letters to the A.S.B neighbour, who drinks alcohol like water then has a music session for hours on end. We can’t use our bedroom as he knows exactly when and where we are, what time we use go to bed and virtually knows what time we do anything. I am registered disabled and this doesn’t even cross our neighbour’s mind as to whether I need rest during the day or weekend, have been told to by our G.P but can’t because of the noise. My husband was assaulted by this A.S.B neighbour and I was verbally abused, all reported to T.V.P., after all these years of being victims of our neighbour’s way of life, we are also having to take our Housing Association to court for lying to us about a noise monitor. Thought about the community trigger but unsure exactly if they can help either, as our housing association would have to be involved, our are housing officer even heard the noise herself and still won’t back us up. They have not even taken any notice of our G.P’s letters x 2, and were really rude to our local councillor who tried to speak with them about what was going on. These past 3 years and 7 months have had us wanting to kill ourselves as it seemed the only way out of here and away from our A.S.B neighbour, who takes no notice of letters they write to him, the Police, or from anyone with Power. We also hear him making a snorting noise 2-3 times in the morning. We are under so much stress, pressure and feel so very ill, knowing nothing can be done, we have no idea of where we or what we can do anymore. I am registered disabled and my husband is my full time carer. There is so much more that I could put on here, but nobody ever listens to us and don’t supposed anyone has. Just wish with all we have that someone, somewhere can help us.
Have enquired regarding the ASB Case Review, as local police said they would back the Housing manager up, but think she would rather see us suffer than helf us out.
